Agreement on Free Trade between the EEU Member States and Serbia

At April 12 sitting of the NA Standing Committee on Regional and Eurasian Integration, the draft law on Ratifying the Agreement on Free Trade between on One Hand between the Eurasian Economic Union and Its Member States and on the Other Hand of the Republic of Serbia moderated by Mikayel Melkumyan was debated.

The RA Deputy Minister of Economy Varos Simonyan underlined the EEU member state Russia, Belarus and Kazakhstan had already signed agreements on bilateral free trade.

According to the Agreement, in terms of tariff obligations Serbia provides combined entry regime of the market, subtraction lists which are individual for every EEU state to ensure non-deterioration of the entry conditions compared with the bilateral agreements. The RA producers, as well as the EEU other states, will receive qualified conditions of the Serbian market entry.

The Deputy Minister touched upon the concessions agreed by the Agreement. For example, in the case of dairy products, the EEU member states provide Serbia some kinds of hard and semi-hard cheese with the amount of 400 tones quota without customs duty, and for the cheese made of goat and sheep milk without provision of customs duty entry. Serbia provides the EEU member states supplies for some kinds of hard and semi-hard cheese without quota and customs duty.

In case of alcohol product without customs tariff quota towards brandy being classified by codes 2208 20 90 and 2208 20890 0 EEU ATG AA is provided to Serbia by the EEU member states with annually 35.000 litre net spirit. Serbia provides to the EEU member states towards brandy being classified by codes 2208 20 29 and 2208 20 89 EEU ATG AA with annually 50.000 litre net spirit.

In case of cigarette production, without customs tariff quota with annual volume up to 2bln pieces is provided to Serbia by the EEU member states. Tariff quota with annual 2bln pieces is provided towards cigarette containing tobacco originating from Armenia, Belarus, Kazakhstan and Kyrgyzstan by Serbia. Varos Simonyan assured that the local producer would not have any damage.

The NA Standing Committee on Regional and Eurasian Integration endorsed the issue.
